This is a VBR mp2 file. It plays fine on mpg123 and xmms, but I haven't tested
the VBR output of toolame on anything else. The average bitrate is 323kb, and
the file was created using a VBR "quality" of 15.

I've got absolutely no idea what all this stuff is. A/B listening test?

If I could understand the above information, I might be able to understand what
you are referring to as a bug/problem.

the VBR level ratings are no "guarantee" of quality. It is simply forcing the
bit_allocation routine to assign more bits until the calculated MNR > VBRLevel.
Of course, the higher the VBR level, the better the comparitive quality will be
- but you may need to go up to '-v 1000' to get good absolute quality.
