It is due pre-echo. Pre-echo is caused by MDCT window ovwrlapping, which is
too large for such sampling rates. Search archive of this whole conferrence
for pre-echo string please.

But I think that for mono 11kHz should be enough 16kbps with reasonable
quality. So try -Z -nspsytune etc. advanced parameters.
