Get MP3 Direct Cut. It's freeware and does not decode the MP3 to cut it up.
http://www.rz.uni-frankfurt.de/~pesch/#mp3dc I'm pretty sure it will work with the cue sheet, but if it does not there is a handy silence detection feature that will set the cues automatically. Download the manual and READ IT. The program is not really that hard to use, but it operates differently from some other editors and I have seen people get really frustrated when they could have read the manual and had no problems. (I know because my response was to quote them a section of the manual) For example, if you select a section of the recording to cut (like some silence you wish to remove), it changes color to indicate it is cut. The section does not dissapear like it does in some other editors, but when the file is saved the cut takes place. This is actually a pretty nice feature if you need to redo a cut now and then.
