You should ask Takehiro, 4.0 is his baby (so far).
There's no official "this is planned" list, Takehiro has some ideas
(quality improvements) he wants to try for 4.0 and he tries them as he
gets time. The psy-model in the experimental branch is already different
than what we have in 3.x.
