These files are raw signed word, 8 Kbps freq, 16 bit samples
They play fine on linux with the following:
play -v 4 -c 1 -r 8000 -t sw /opt/tmp/test_mono.sw

But I am doing something wrong becuase they are not encoding right.
I've tried the below (with and without -m):

lame -h -r -m -s 8000 --bitwidth 16 test_mono.sw test_mono.mp3

but in all cases, the mp3 files play mostly static. A faint
audio track can be heard under the static.
Any suggestions would be apprecaited.
