The DLL is loaded by some executable file. Since the DLL is in use, you cannot replace it until it is not in use. In order to replace the DLL file, you will have to stop the executable that is running and using the DLL file. If you do not know what process is running the DLL file, you can use procexp {process explorer} to find it: https://technet.microsoft.com/en-us/sysinternals/bb896653.aspx
