I don't know whether the following has been tried. The standard way to
temporarily have a minimalist system (no defender, internet etc etc) is to
boot into "Safe Mode". Cortana stiil shows up as a service
(Ctrl+Shift+Esc), but now it's just the (disk) search front end. I'm sure a
quick duckduckgo will turn up a solution to shutting cortana as well.

The simplest way to do this is to use the msconfig option listed in this
link <http://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10>.
This option gives you fine-grained control over the boot process.

I don't know whether that satisfies your requirements, but it does give you
a usable minimalist OS, without f'in it up. Reverse changes when for
bootting normally.
