Mark Haveman Project Manager, Minnesota Environmental Quality Board

Urban Development Generic Environmental Impact Statements (GEIS)

Over the past couple of years, Mr. Haveman has been involved in several
large research projects that looks at the societal, economic and
environmental impacts of development decisions and urban sprawl.
Specifically he will discuss the status and work to date on the state's
urban development GEIS. If time allows, Mr. Haveman will introduce the
concepts associated with site value taxation approach as an alternative to
the current property tax system:

What is the Urban Development Generic Environmental Impact Statement?
What is the Urban Development GEIS supposed to accomplish?
Is more research needed?
What is the Draft Urban Development GEIS Scoping Document?
When will the GEIS be completed?

NOTE: In addition to the enlightening and entertaining luncheon speaker,
the Minnesota Pollution Control Agency's latest hybrid car, Toyota Prius,
will be on display in the parking lot. The Prius is rated at 52 miles per
gallon (MPG) city and 45 MPG highway. It has been available in Japan for
three years where 35,000 were sold and claims to be the first mass-produced
hybrid car in the world. 650,000 hybrids will be manufactured this year
worldwide. Prius is certified as a Super Ultra Low Emission Vehicle which
means it runs 75 percent cleaner than the standard for Ultra Low Emission
Vehicles.

Minnesota Environmental Initiative Conference -- Friday, October 27,
Refocus on Waste Management:
                Will Yesterday's Solutions Work Tomorrow??
                        Science Museum of Minnesota

The conference will provide the first public opportunity for
representatives from the Office of Environmental Assistance and the
Minnesota Chamber of Commerce to present their differing assessments of
waste management trends in the state. Rather than soliciting a debate among
affected parties, the conference is designed to create new dialogue among
diverse stakeholders in the waste management system who often have opposing
interests.
