This summer during trips to Madison and Boulder, I noticed kiosks in public
areas full of flyers for musical, theatrical and political events.  I
thought this was a good thing.  It gave me the impression that these city
governments addressed the concerns of people who don't want such items on
telephone poles and lightposts without disregarding the needs of those who
post and read the flyers.
