Minneapolis does have an ordinance prohibiting the putting of leaves and
grass clippings in the street.  The best enforcement is for neighbors who
seem someone doing it should talk to the offender.

Leaves and grass clippings in the street will get flushed by rain into the
lakes and river.  This gives the lakes an overload of phosphorous, which
contributes to algae blooms, which robs the water of oxygen.

Leaves and Grass clippings should be either left on the lawn for fertilizer
or composted in your yard or block club composter.  Short of that, they
should be bagged for the city to pick up and compost.

it is enforced.  I do see lots of people putting leaves in the street,
especially commercial lawn services...
