The problem is that they may not be going downtown. One of the problems
with light rail is that its well documented that people will only walk
at most 1/2 mile to get to light rail at either end of the trip. Land
use patterns today don't lend themselves to that very well.
Two concepts I don't mentioned in this debate is the notion of induced
traffic an the question if, by definition, all congestion is bad.
Congestion can be viewed as a self regulating mechanism. If it gets bad
enough people change their habits. If people are willing to tolerate it
and not change where they live, work or shop it must not be as bad as is
suggested.
Induced traffic is also well documented. If we add lanes (capacity) it
makes that route more attractive and brings about changes in
developement patterns and longer trips which in turn creates more
traffic. Its a vicious cycle.
