A few avenues to consider:
 
All Mpls School Board meetings are open to the public, they are usually
Tuesdays at 4pm, and there is an opportunity for anyone attending to address
the Board. There are also School Board discussion meetings, at which the
Board engages in its process more, and which don't include opportunities to
address them. They tend to be on different Tuesdays (from the Board Mtg
Tuesdays) at 2pm. I attended one on the 16th that was very interesting.
 
There is also a Citizens' Budget Advisory Council which meets on Thursday
evenings at 7pm, which I joined this year. Tonite is our 2nd meeting. The
outcomes of those meetings can include a report presented to the board, but
also members of the School District staff attend those meetings and
sometimes things filter into the process that way apparently.

In addition, if you are a parent of a child in the school system, you might
be able to attend the Parent Council Advisory meetings for the School
District quadrant that your school is in: each school is able to send two
parents and some schools don't have those positions filled.

contact the Mpls School District. I know Audrey Johnson, a School Board
member, is on this list and might have additions as well.

I completely agree with your sense of urgency, that's why I'm getting
involved as well. It is maddening.
 
Of course there's also the federal situation, in which Title I funds run out
in Mpls before even half the eligible kids are covered, special ed funds are
profoundly inadequate, and there is insuffient resourcing to respond to the
costs of immigration which to me is an event that is national in scope. And
then Bush wants to reduce those funds further depending on testing etc.. but
that is not for this forum/.
