I realize that Wizard's ideas are at least partly in jest, but... Unless the boats run on some form of energy other than wind, this is a non-starter. 35W being below the level of the surrounding land means sails would indeed be fluttering, because there wouldn't be much useable wind. It would take a lot to move a sailbus in the water. Plus, you would have to find some way to make sure that there was always enough water for the floaters to use. Pumping, etc, using some type of energy. Maybe we can have trolley-type wires hanging down bringing electricity down to energize the water. When the gas gets more expensive, people will buy more efficient cars or drive less by chaining their trips together. The gas won't run out because the less productive oil and gas fields will be put back in production as prices rise to a point where it works economically for the producers. Remember how the DOT is already worried about the forecast decline in gas tax revenues as people shift to the more efficient vehicles now becoming available, much less those coming in 5-10 years. Those who point to the folks who don't have cars need to consider how often they ride with someone else in a car. The number of people who move about ONLY on foot, bike, or bus is pretty small.
