I have no doubt that racial profiling is a serious problem.  There
is a tremdous amount of both statistical and anectdotal evidence to
support this.  I am glad that both the state and federal government
are attempting to address it.  If Randy Kelly's obstinance is any indication, 
it will be a daunting task.  Please do not put words in my mouth.  

But, I cannot assume that CODEFOR makes the problem worse.  I would think
racial profiling would be more of a problem in non-CODEFOR areas which,
from my limited understanding of Minneapolis demographics tend to be
more racially homogenous.  

If cops are not following the rules of CODEFOR that's a disciplinary issue
that should be addressed.  But, the rules of the program  are
fundamentally sound and have produced results.
