Thanks for the update Jack.

The TIF process in Mpls. has been fairly well chastised on this list for
many justified reasons, and while I do take some credit for that, I won't
bother to reiterate.  I think the NRP enjoys large grass roots support in
the City, although I'd venture most supporters don't understand the funding
details/ramifications regarding the TIF-funded association.  This
legislation (SF73 and HF187) presents us with a real catch-22 situation--
TIF is the goose that laid the golden NRP egg.  I'm wondering who is now
involved in decision making and negotiations/lobbying that will ultimately
impact the success/failure/continuation of these city-wide/neighborhood
functions?  If this funding source for NRP is eliminated, how will the
program be continued-- or will it?

When the MPS doesn't get all the funds they think they should be
getting from the state, they basically enlist any and all supporters across
the city including all the members of numerous MPS education-related
advisory councils, parents and family members- literally, many tens of
thousands of people), resulting in what I'd call some pretty questionable
although effective lobbying.  NRP is a $20 million a year neighborhood
improvement program and this whole legislative episode remains largely a
behind the scenes event.  I just don't get it.  Maybe this is just one of
many power struggles ongoing in St. Paul over DFL central-city activities
vs. the broader metro and out-state interests relative to TIF and more-- I'm
not that well tuned in to the overall process.  However, there is a lot
riding on this legislation, as viewed from several perspectives.  I think it
deserves wider attention in the media and on this list.

could care less about campaign endorsements in this one-horse town, and one
who is perpetually 'late to the party.'  Hopefully, the list manager and
'informed' list members will keep us all posted on any relevant happenings
