I wish I would have made this point when I spoke at the 9th ward
convention. The discussion of David's suggestion that Minneapolis
DFLer's caucus in the year of a municipal election needs this point. Low
turnout is a result of delegates not being interested in the election.
If we allowed the municipal election to be the focus of delegate
selection in the years that the mayor and city council are being elected.

This change will help to make the DFL party a more accessible party.
Greens, pro-lifers, and centrists alike will be able to present their
message to all the voters of the district, not just the delegates
elected in the previous year. Let's try it for a few cycles. More
openness cannot hurt the DFL, can it?
