Notes (1) Robert Putnam coined the phrase "bowling alone," where league play has declined and private bowling with friends and family has increased. He says this is a sign of civic decline and the loss of "social capital." Most political e-mail is private, between friends, family, co-workers and of course among political junkies and like- minded allies. In Minnesota, we are building the "online public commons" where people can participate in real public life "on their own time" as a complement to (not replacement of) traditional forms of time-specific civic participation.
