In full disclosure.  I own property that on occasion gets  tagged. It is
covered  by noon.  The CRIMINAL who did it, never sees the fruits of his
labor.  He's still sleeping when I erase his risky work.  This works best.
But it is voluntary.  You can't force people to move fast enough.  The city
will never have the authority, know how or ability to move as fast as the
property owner.

With that said, quit wishing for all owners to move that fast.  If you want
it done fast, have the city do it free of charge.  Or reward the fast moving
property owner.  Quit looking at the property owner as someone "to be
forced".

Making the victim responsible for the crime done to them doesn't work in
sexual assault and it shouldn't be in graffiti.  Nothing infuriates property
owners, shopkeepers, and the commercial class more,then to be made civilly
liable for the acts of CRIMINALS.

We spend a lot of time talking about "livability issues".  By making owners
responsible for the criminal acts of others we are creating "ownability
issues".   Face it folks, it is just plain harder owning property in the
city.  Let us make it easier.

Mike is right.  Make the CRIMINAL do the work.  Take the funding right out
of the general account.  No special tax for commercial or rental.
