As I was reading the Target/TIF articles yesterday I thought about the
well-stocked Woolworth 5 and 10 that was in the IDS Center not so long
ago. It had a lunch counter as well as all the sundries you don't want
to get in the car to get, and it was affordable and not too fancy. But
it went away to be replaced by Gap, TJ Max, et. al. A subsidy to keep
it around would have undercut the need for a downtown Target (or
Walmart) store.
Likewise, I suppose, if we had subsidized the Skyway Theatre for
improvements maybe Block E would have been less necessary. And the
Skyway would have continued to be an entertainment venue for city kids.
Right now what does Downtown offer for these kids--the State Theatre or
Orpheum (and their prices) don't fit the bill.
As a Downtown resident I patronized the Skyway Theatre and Woolworths
(inc. the lunch counter), and appreciated having both of them
available.
