That Dinkytown street is Fifth Street SE, a one-way greenway from 2nd to
13th avenues SE. 

Drivers need to keep their heads in 360-degree rotation whether at Fifth
Street or anywhere else in Dinkytown. The one-way bike lanes function as
two-way, because the bike routes are discontinuous or circuitous; and
pedestrians cross whenever and wherever they can, because cars on three- or
four-lane one ways like University Ave. and Fourth Street SE don't stop at
"implied" crosswalks like they oughta.
