Very interesting article and, as someone who works closely with many many Somalis (though I won't presume to speak for them), it is a trend we've noticed for more than a year now. From my experience, many Somalis perceive St. Paul as safer, more welcoming, and more neighborly, in addition to the perception of better schools for their children. To be honest, St. Paul seems to be a better fit at times, with its more laid-back style.
We've helped relocate numerous Somali families to St. Paul (and thankfully out of terrible living conditions here in Minneapolis) and have had positive experiences with each move.
