This (notification) was certainly an issue in Lynnhurst with the "Boulevard 
Project" [development at 53rd and Lyndale].  We have set up a ListServ for 
the neighborhood through Yahoo.  We send out notices of many different 
things including agendum, minutes, imminent crime issues, neighborhood 
meetings, and so forth.  We do try to keep it to only a couple of messages 
a month, and the list names and email addresses are never shared.  We 
started the ListServ about 9 months ago and now have nearly 100 people 
signed up.

I wouldn't limit when things can be put on the agenda.  The neighborhood 
association will have enough wisdom to know when it should delay taking 
action on a certain issues - to give the neighborhood more time to become 
involved.

There are so few Ace Hardware and Boulevard issues out there for 
neighborhood associations to deal with that I think this seems 
tedious.  Neighborhood Board members are elected to carry out the business 
of the neighborhood.  Yes, every effort should be made to alert people to 
specific issues, but once that's been accomplished the system should be 
allowed to work.
