For those interested, some relevant provisions of the City's bicycle 
registration ordinance is pasted to this message below.  Unless there is 
some other ordinance or state law controlling this, I read the ordinance 
as allowing impoundment of a bicycle only if it is found "unattended," 
and only after a 24 hour notice (unless an emergency situation can be 
cited).  A bicycle "improperly attached" refers to a bicycle unlawfully 
attached to a sign post or parking post (I had no idea you could not 
lock your bike to a parking post)..

The statewide registration law is Chapter 168C, but does not mention 
impoundment other than a political subdivision (the City) selling 
impounded bikes and requiring the buyer to register such a bike.

490.10.  Registration required.  (a) No person shall ride, use or leave 
a bicycle upon any public street, alley, highway, sidewalk or other 
public property in the city unless the same was registered on March 1, 
1977, as required in this article or pursuant to Minnesota Statutes, 
Chapter 160C [168C].

490.60.  Impounding authorized.  (a) Any bicycle found unattended in any 
street, alley, highway, sidewalk or other public property without a 
license identification tag, or with a mutilated frame number or license 
identification tag, or any bicycle improperly attached, may be 
immediately removed and impounded by any officer or duly authorized 
employee of the department under procedures promulgated by the 
department. The bicycle may be surrendered upon proof of ownership.

(b)     Prior to impoundment, and where no emergency conditions exist or 
where traffic is not unduly impeded, a warning shall be issued and 
placed upon any bicycle found improperly attached, stating that should 
the bicycle not be removed within twenty-four (24) hours, then 
impoundment shall occur. (77-Or-037, § 10, 2-11-77; 91-Or-065, § 3, 4-12-91)

490.160.  Bicycle events.  No person shall conduct a bicycle event, 
parade, contest or race without having first secured a permit from the 
office of the mayor. Approval for such permit shall be granted only 
under conditions which assure reasonable safety for all participants, 
spectators and other highway users, and which prevent unreasonable 
interference with traffic flow which would seriously inconvenience other 
highway users. (91-Or-065, § 8, 4-12-91)
