Of all the streets on which I frequently drive in Minneapolis, Hiawatha is easily the one with fewest pedestrians and bikers. In fact, I don't remember ever seeing a single biker on Hiawatha other than crossing it. That doesn't mean that people should exceed the speed limit, but if the limit is never enforced you can't be surprised when they do. To set an historical context, before Hiawatha was reconstructed and was in absolutely horrible condition, the speeds were almost the same as they are now.
