Mike O'Keefe, sat in that committee for two years and said nothing. In 2001 they announced that they needed more lanes. They have not acted like an honest broker because the agreement between the city and the state was for an access and mitigation project, period.

As Jeanne Massey pointed out, the expansion question was never posed, it was imposed. Expansion of the freeways will impact the ENTIRE city, and the future of transportation for the whole metro. I don't think a hurried vote that broke the PAC's own procedure rules can accurately reflect that. Karen Clark warned against haste in the decision. The expansion in the current Access/Excess/Expansion plan must be taken out and considered separately on it's own merits, or kill the whole plan.
