Barb Lickness, describing many sinister activities at convenience
stores, writes:

"So, the issue of "corner stores" isn't as cut and dried as one might
think."

Vicky responds: I beg to differ. It is cut and dried.

Denying property rights to a new business person will not solve any
crimes being committed by existing business persons. The negatives
that Barb describes are real and valid complaints. But the wrong
weapon is being used to attack the problem. Rather than enforce the
laws, Minneapolis chooses to deny property rights. I honestly do not
understand this logic.

Since I'm an accountant, should I be denied the opportunity to earn a
living because I might do what the Enron guys did? Only in
Minneapolis!

Another point to remember is that Minneapolis charges business
properties 400% more than homeowners in property taxes. You are
already penalizing them for being in business.
