Instead of my previous proposal, perhaps it would be simpler to require the affirmative vote of at least one city-wide commissioner for the Park Board to enact any ordinance, resolution or official action.

How about Instant Runoff Voting? Everyone votes for a number of at-large candidates. The top nine get seated on the park board.
If they choose to organize along existing lines, the enviro candidates can organize as a bloc (or list) and so can the rec candidates. Independent candidates can appeal to their constituency and small-party candidates can organize to get enough votes city-wide to get one or more seats. Voters city-wide will apportion the seats without the help of a redistricting commission.
Candidates whose district generally re-elect the park board member with less than 1/9 of the total votes will need to appeal to voters outside their "safe" districts in order to get re-elected.
It seems simple. What am I missing?
