I, too, would like to publicly thank Doug Grow for his column on the city recycling contract. I would also like to point out that council members can vote their own minds and consciences, regardless of any threat of lawsuit by Waste Management or BFI if, as Grow writes, any discussion takes place at the council of items outside the RFP.

I find it strange that the city council is being blamed for "oversights" in the RFP. City council members are unlikely to spend their time writing RFPs. That is city staff's job, and in this case, I'm guessing that staff would be Susan Young and the people who report to her. So in reality, Young is responsible for any failures in the RFP to address all items which should have been addressed. That she and her department keep recommending the worst of the three choices makes it look like they are taking bribes, in my opinion.

I reiterate the statement I've made before here and in printed letters to all 13 council members: the only reasonable choice for this contract is Eureka.

Waste Management and BFI fail to provide the maximum economic return to the city, fail to be reliable long-term contract partners, fail to protect the city from large liability and environmental risks, and fail the smell test. A vote for Waste Management or BFI is a sign that a council member is either negligent or guilty of collusion.

Doug Grow Article on Recycling Contract,

Thank you Doug Grow for your great story on the choice of the recycling
processing contractor for Minneapolis (see below). I enthusiastically agree
with Doug's points (see article below) and have one correction.

I believe that the City has more flexibility to choose Eureka recycling than
stated in his story. Please see the Request for Proposals: Recyclable
Materials Processing -

" The City of Minneapolis reserves the right to reject any or all of the
proposals or parts of proposals, to negotiate modifications to proposals
submitted, to accept all or part of the proposals on the basis of
consideration other than proceeds or cost and to negotiate specific work
elements with a repondent into a project of lesser or greater expense and
reimbursement than described in this RFP or the respondent's reply."
