That item was picked up from the base of a tree. People do not normally pick up things from the base of trees, but here in the 'hood the bases of trees, shrubs, etc. are commonly used for hiding drugs. Thus when someone picks up something from the base of a tree along 26th Avenue North it's probably drugs.


Assuming people walking down the street are dealing
drugs is not really working constructively to solve
the very real problems that are out there.

If one sees people exchanging small packets and cash it's likely the packets contain drugs. If you then see the buyers open the packet and with some difficulty get and keep the contents lit that packet probably contained crack cocaine. And if you see the seller return to a tree or bush and grab something he's probably a dealer restocking from his stash. You would be wise to assume all of the above are armed and not of sound mind. If they're behind the wheel you can pretty much assume they have no license, insurance, or driving ability. And if you're feeling safe in your nice neighborhood, remember that these care less drivers can be cover a mile or more a minute on city streets. You should thusly avoid contact with them if at all possible for your own safety.

26th is essentially a combat zone... I've heard many a wise combat veteran note that the people to trust in combat were the ones that were scared- the fearless ones would get you and themselves killed with there bravado. On the Northside, fear is an essential survival instinct. In fact, it can be helpful to be a bit paranoid- on the street in front of my house the gangbangers probably outnumber the good neighbors. Worse yet, my good neighbors are getting up into retirement age, and the gangbangers mostly won't make it to 30.
