A few of concerns about the Truancy Plan:

Some students drive to school and to jobs (taking away licenses for unexcused 
absences might force a student to quit school or a job). 

Students who drop out or are pushed out of school will have more limited 
transportation options, further narrowing their job opportunities.

An "unexcused" absence at one school may not be an excused abscence at 
another. The state would need to set uniform attendance policies for public and 
private schools.

Students enrolled in college courses may not be able to provide the proof of 
school attendance needed given current practices (particularly with large 
lecture classes).
