  The Star Trib  had a reply from our Gov about how to pay for more 
police http://www.startribune.com/stories/462/5131591.html .  I'm sorry 
but wasn't NRP set up by the legislature with the intent of not using 
the money to fund city services?  I guess when the city council and the 
mayor took $1 million out of phase 2 for police they opened up a bigger 
can of worms than they thought.  Good going.
