I think this is fair for RT to pay Minneapolis
$10,000.  I only wish he had made such a public
promise several months ago.  Why couldn't he have
said, "I'll pay $10,000 unless the city
attorney/ethics board recommends I pay back more"?

If I recall the mailing correctly, the main problem
stemmed from the glossy pictures and vague language on
page 1 of the 8 page document.  To pay about 1/4 the
cost seems a reasonable compromise.

But I think RT has probably compromised himself
already by letting this drag along.

When Tim Pawlenty's campaign was caught in 2002 for
violating important, but technical rules regarding
independent expenditures, they had to pay back all
funds as well as pay a civil fine of $100,000.  Mr.
Pawlenty (of whom I am not a fan) acknowledged the
mistake and took responsibility for it right away.  He
did not challenge the fine.  Two weeks later he won
the election.  RT should have taken note of that
approach.  Voters like it when you are proactive and
take responsibility for mistakes, big and small.
