As for the charge that there was a "racial component" to insure that
council members Johnson Lee and Samuels ended up in the same ward, the
person(s) making that charge need to step forward and state their case
so that it can be exposed for the malicious and baseless rumor that it
is!

As a matter of fact, the new district was voted upon by white councilman
Biernat who had no idea at the time that he would be going off to be a guest
of the state or that Don Samuels would be elected as his successor.
