Since they are both DFL, ideology will not be the deciding quality.
Rybak has surrounded himself with a mayor's staff which cannot cut the
mustard. RT and staff balanced the budget in part by taking a huge chunk
out of the MPD.
RT chooses McMahon as police chief, with persuasion from the African
American community. RT has no choice but to commit to the PCRC process,
it's a contract. RT has effectively painted himself into a corner. He
has a new chief, but because he decimated the numbers at the MPD, the
chief does not have enough troops to do the required, either for the
safety of the populace, or for the demands of the agreement with the feds.
So RT, getting the idea that his administration is looking shabby and
Peter is enjoying pointing it out to all and sundry, puts some of the
money back into the police department during the election season three
years later, and quickly hires new cops. To do that, he has to ignore
the the agreement the city made with the feds to hire more minority
people. He is hoist on his own petard.
The chief sent a clear signal when he pulled Arradondo out of the PCRC
process right before the election that he is dumping RT (and probably
Minneapolis). He's saying he doesn't have the people to cover the
mandate he was charged with.
Today one Lt. Veliz, MPD, gathered a press conference on Franklin Ave.
to announce that he has filed a discrimination case against the MPD. The
PCRC has said it will call for federal receivership of MPD.
The mayor's job is police, fire, and public works. The difference comes
down to who can run a city, even while he addresses the budget
questions. If it wasn't clear earlier, it's obvious now that managing a
city is not RT's strong suit. In the end it comes down to the prosaic.
