Mr. Brandt, et al: I thought that over the last few years, Minneapolis school enrollment was in a steep decline. Am I wrong about that? I've been told that with decline in enrollment means less funds from the state for the number of pupils that were Minneapolis students but then left to go private or suburb. I was explained that school districts cannot decrease their operating expenses (Minneapolis in particular) to match the amount that they will lose as a result of enrollment, so that while student population decreases by a certain percent the school district retains staff and maintains spending. Is this correct? If Minneapolis is indeed losing students like some of the material I've read states, then I dont understand the class size issue or the intent of the school board to bump its take.
