I ran into this problem also on one PC.... in my case, the Neon Components install did not totally complete (I think) because of a conflict with an "old" Neon V1.1 that was also needed on the PC (which meant that Neon Component Installer was already listed as being installed)...
... Can you get to the rules directly by opening the Rules GUI stand-alone? I will be very interested in the other answers, because on this one PC, I had to go back and install MMC 1.1 and the R+F GUIs that came with V2.0.2 ... and that seems to work fine, although there is probably a better solution...
