I seem to have overcome this problem. I used the console for iPlanet DS and updated all the ACI's (access control Instructions) for my Directory entry to include my user-id, which I had previously added to the DS as a Person (same as my Windows user-id), under my Directory entry. Restarted the DS and hey-presto.
I used the dc= entry format in my JMSADMIN.config file at the end of the ProviderURL line.
