When you issue a stop channel command MODE(QUIESCE) on a RCVR channel, it
marks the channel as Stop Requested (look in DIS CHS for STOPREQ). The next
time that the line is turned around by the SDR channel, i.e. when
requesting acknowledgement of a batch of messages, or when requesting an
answer to a heartbeat, is the earliest time a RCVR channel can stop
gracefully by telling the SDR channel it is time to stop. Try the stop
again and wait for the heartbeat interval, or send a message and you will
see the channel stop.

The reason STOP MODE(FORCE) works is because it forcibly stops the
comunications session rather than waiting for a line turn around.

in digging through the access from TSO versus CA-SYSVIEW I have found that
we can issue commands in SYSVIEW that are not available to the user in TSO

in addition we have found that stopping and then starting the channel is
not doing anything

when we do a force, it goes to completion and then a start allows it to
work again

this is a RCVR channel

does the force create a situation that could corrupt data
