When you issue a stop channel command MODE(QUIESCE) on a RCVR channel, it marks the channel as Stop Requested (look in DIS CHS for STOPREQ). The next time that the line is turned around by the SDR channel, i.e. when requesting acknowledgement of a batch of messages, or when requesting an answer to a heartbeat, is the earliest time a RCVR channel can stop gracefully by telling the SDR channel it is time to stop. Try the stop again and wait for the heartbeat interval, or send a message and you will see the channel stop.
The reason STOP MODE(FORCE) works is because it forcibly stops the comunications session rather than waiting for a line turn around.
