Go to the WebSphere Services Panel,
Right Click on the Queue Manager,
Choose New and Trigger Monitor,
On the Parameters Tab, enter the Initiation Queue name (must be
defined),
Look to see if you are happy with the parameters in the General and
Recovery Tabs and press enter.

That is the Trigger monitor service set up.
