Update your CLASSPATH environment variable to include the path to your MQ java libraries. It is looking for the mqji.properties files.
e.g. On WinNT/2000 MQ v5.2:
SET CLASSPATH=C:\Program Files\MQSeries\Java\lib;%CLASSPATH%
Note: You do NOT specify the filenames just the path.

I saw this problem again after upgrading to CSD05 in one environment. I set the classpath as suggested in those responses to your initial posting. But still getting it.
