Whilst I personally agree entirely with what you say, I've worked at several companies where it's the department manager who wants the Middleware staff to attain these certifications. They want to be able to show that their teams are the 'Centre of Excellence' for their particular discipline. Presumably they think that if heads need to go (especially in the current climate) these certs help them argue that it should be someone else's!
