What did you use to view the data that told you that the "wrong" characters were used in the conversion at the MVS end?   What hexadecimal values did they get converted to?  For CCSID 1147 (297 plus Euro) they should be x'90' for [ and x'b5' for ].   If these are the code points they were converted to, then MQSeries is doing the conversion correctly.
 
ISPF may well be using a different 3270 character set to display the data.   You should note that x'b5' in CCSID 37 is the § (Section) character and x'90' is the ° (degree) character.
