The parameter is configurable on OS/390:

" START LISTENER TRPTYPE( TCP ) PORT( 1414 )  "

is specified in MQSAINPX input member for the CHANNEL INITIATOR address space.

We also have our TCT/IP config designating that port for our MQSA queue manager.

I suspect that an analogue exists for each platform.

1414 is the default specified port from the install. It should be matched in 
the TCP/IP profile specifications. That port number is not a requirement, so 
you can pick your own. I use 1414 and 1415 for two queue managers.

I have seen this and was mystified by this too. I didn't track this down or
verify it's existence (other things got in the way) BUT I thought somewhere
this is a configurable parameter (default port) I was going to look in one
of the two ini files to see if it was there (QM QMS). Not sure if this was
even near the solution to the problem BUT I vaguely remember something on
this subject.
