I am also making assumptions here......

There is a console on the OFAC server side and if I remember correctly IF
the transaction has a "HIT" on the OFAC server you have to process the item
with an "OVERRIDE" to get them to move. I had a situation at a client where
I saw the messages but they were not moving. Contacting the OFAC people they
said they processed the messages on the queue through the OFAC control
center. Simular other messages came and went

Like I said. it has been a while. Just a thought...

We have implemented the MQSeries interface for Montran/GPS on our Alpha/VMS
system (VMS 6.2-1H3) to facilitate OFAC processing.  There is a message on
the
response queue that, according to the GPS application log, has been
processed
and should not be there, yet it still is (since 8AM today).  In the
meantime a
large number of messages have arrived and been removed from the queue since
then.  The backout count is 0 for the message.

I do not know the internal operation of GPS - I don't know if they are
starting
a transaction or if they are doing a non-destructive MQGET/Browse followed
by a
destructive MQGET.  I don;t know if they are multi- or single-threaded.
One of
our support staff is investigating all that right now.

In the meantime, I would like to find a way to trace the message history in
the
LOG file, to determine if the message was suposed to be deleted by
MQSeries,
and if a transaction had been started that enveloped that particular
message.
The message is not-persistent, though.
