Peter what MQ version are you using on z/OS ? I certainly recall that it wasn't supported on MVS when it first was introduced on distributed.... but maybe support has been slipped in 'recently' - 5.2 or 5.3 ?
Looking at the 5.3 manuals.. there is certainly no reference to MQRO_DISCARD_MSG not being supported on the mainframe - so it should work fine at that level.
