The web-site says WBIMB supports SQL Server 2000 fix pack 3 but I think that is just for the broker, not XA support.
 
Either way, there is a non-supported work-around if you really need it.  Basically since Sybase and SQL Server use the same code base, you can follow the instructions for configuring XA w/ Sybase.  I have made this work once before with SQL Server 2000 and WMQI 2.1 CSD01-2, almost 2 years ago and it worked; however you would be doing it at your own risk.
 
Check with you IBM support center to see if things have changed...
