I can offer a couple of examples.
On an R56, in 42 hrs elapsed time, the MSTR used 143 seconds of CPU, and
the CHIN used 38 secs.
The  CHIN probably didn't do anything, but the Command Server would have
been active in the MSTR. OK, so it's not strictly idle.

On a Y56, again in 42 hrs elapsed, MSTR used 36 secs of CPU, and the CHIN
used 25 secs.
That one probably was truly idle.

Not sure how you'd turn these numbers into MIPS.

Any idea how many MIPS an IDLE (no messages flowing) queue manager consumes
on the mainframe.  We are trying to figure out what is the extra (overhead)
MIPS usage if you ran a second queue manager on a mainframe.
