Dave,

I suspect you have to do a MQCONN each time. Maybe a good question for
the IMS List server, you may find some has done it before or can give
you some advice.  

Have you looked at the IMS data propagator product, this provides a data
capture exit that allows you to do asynchronous data propagation from
IMS using MQSeries.
