MAC,
You have the 'OFFLOAD' parm set to 'NO' in your CSQ6LOGP macro (ZPARM). That gives you the 'ARCHIVING IS OFF' msg (CSQJ308I).
Also, the 'TIME(40)' is the amount of time that MQ can use to reach a system-wide quiesce point. It does not stop MQ for 40 seconds, rather it can take up to 40 seconds to quiesce all update activity in the subsystem.

Hello MQers,
This is about the ARCHIVE LOG MODE(QUIESCE) TIME(40) WAIT(YES))
The command above is supposed to quiesce the queue manager for 40 seconds but the quiesce is ending in the first second.
