Don't know if this helps, but I had to implement CCSID 1047 in order to
get some special characters to convert correctly.  As not to affect the
entire LPAR, I implemented this at the application level by setting the
MQMD-CODEDCHARSETID of each message prior to the PUT.  That solved our
problem.  

We have some unique applications that run and I did not want to risk
breaking them by making the change at the Q-manager level.

Before going to very much trouble, have the application developers try

generate a message with brackets and demonstrate that IBM does not
understand character sets.  I have seen this issue raised multiple times

application developers but I have never made any changes to the WMQ
CCSID
and I have never seen this issue actually occur.  Most z/OS systems in
the
U.S. have a CCSID of 37 and the default WMQ Queue Manager CCSID is 500.

In order to actually have a problem, the message data would have to be
encoded in CCSID 37 AND the MQMD would have to have a value of 500.  Has
anyone demonstrated this?  I would be very interested to hear the
results.

500 is the default for the mainframe but most shops I have been in
change
the 500 to 37 because of conversion problems. Also lok at your TSO
settings,
I would not be surprised if it is not running under 37 tooooooooo.
